Do New Rules Make Me Buy a Heat Pump Water Heater?
What this costs

What changed, when and who changed it
- April 30, 2024: DOE announced final standards for consumer water heaters.
- May 6, 2024: the rule was published, effective July 5, 2024.
- May 6, 2029: compliance is required.
- December 26, 2024: DOE published a separate rule for gas tankless water heaters.
- May 20, 2025: that gas tankless rule was withdrawn under the Congressional Review Act.
What it means for you
If your water heater fails before 2029, nothing in these pages changes what you can buy today. DOE says the most common electric sizes will have to reach the level of an entry-level heat pump model, and gas storage models face a moderate increase. So electric storage shoppers are the ones most likely to see different choices later. ENERGY STAR says heat pump models should go in interior spaces that stay between 40 and 90 degrees F year-round, with 1,000 cubic feet of air space around them. We recommend also asking your plumber about drainage and wiring early, not on the day your old tank fails.
Gas tankless is different
The rule for gas tankless water heaters was withdrawn, so its 2029 date no longer applies, according to DOE's page. We recommend a licensed plumber or gas fitter for any gas work. If you smell gas, leave the house first, then call your gas utility or 911 from outside.
What isn't settled
The 2029 date is still listed on DOE's page, but the page shows no updated date. Federal standards have moved before, and DOE asked for comment in 2026 on a petition to delay some other equipment, so recheck it before planning around 2029. We also didn't read the exact size cutoffs, so ask about your size.
